One of them exists in a form you can get your hands on, one of them doesn’t.
Therefore you’d only be able to compare a beta version with a paper ‘idea’ – not a valid comparison as you’ve no idea what Google will actually deliver.

Google Chrome isn’t an operating system at all. Its a web browser. I’ve already preordered Windows 7.. seems promising!
Google Chrome OS is a Linux-based OS, however it has not been released and i have not been able to try it out. I would recommend another Linux OS: Ubuntu.

Google Chrome OS has not been released yet so it is not possible to compare the two. Secondly, I do not have high expectations for Chrome OS at this point because it is a fledgling technology, whereas the Windows franchise has a well-established record. Microsoft Windows is the operating system of choice for a wide variety of computer users.
Chrome OS is intended for netbooks. It is intended to become an open source operating system. First of all, capturing market share in the netbooks market is a difficult task in an of itself. Linux tried and failed at this task.
If Chrome OS is to compete with Windows 7, the open source label is a big threat in my opinion. When a company interested in profits releases an operating system, it is important for that product to be in line with the ideas of the company. For example, Microsoft and Apple have a vision for their respective operating systems. Both companies scrutinize the development process to ensure that the product is in line with this vision.
Google has a vision for Chrome OS. It is doubtful as to how well they can make their vision a reality if Chrome OS becomes too open.
Chrome OS isn’t out yet and we haven’t even seen a screen shot of it. All we know right now is it will be based off Linux (like Android is), it will be designed for Netbooks, and it will incorporate all of Google’s services. The fact that the OS will be Open Source but have the power of Google behind it will mean that it should be more standardized then most Linux distributions, and it will be more stable and secure then Windows.
Windows 7 looks to be one of the best Gaming platforms for the PC. Early beta versions are faster then both Vista and Win XP (especially in 64bit) and it is fairly stable. Microsoft will no doubt be pushing the XNA and Games for Windows standards on Third Party developers with will minimize BSOD and will make Win 7 one of the most stable Windows OS to date. Microsoft still won’t address key security flaws in their OS which are routinely exploited by software pirates and viruses. Win 7 doesn’t change this, it is still possible to access the administrator privileges without the user knowing (something that is impossible on all of Window’s competitors (Mac OS X, Linux, BSD, Solars, and others).
I think in the end if your looking for a gaming PC then you should look to get Windows 7. If you looking for a fast netbook that accesses all your Google services I would look to get Chrome OS.
